Digital Access as a Fundamental Right
The Near-30 Programme is anchored on a transformative principle: digital access and broadband connectivity should be recognised as a fundamental Abian right which is to be protected, promoted and enshrined within the ATSAC's development agenda and policy frameworks.
No Abian should be required to travel more than 30 minutes to access an Innovation Centre for digital learning, innovation, and enterprise development.
Innovation Centre Tiers
Four scalable tiers designed to ensure equity, contextual relevance, and sustainable impact across all Local Government Areas.
Tier 1 – Learning Pod
10-15 computers
Compact facilities with broadband connectivity and multipurpose learning space, focused on foundational digital literacy and e-learning support.
Tier 2 – Community Innovation Hub
20-50 computers
Medium-scale centres with introductory robotics kits, small makerspaces, and group training rooms, supporting STEM learning and vocational skills development.
Tier 3 – Advanced Technology & Skills Centre
50-80 computers
Larger centres with robotics labs, creative media studios, and multiple training rooms, serving as anchors for state-level upskilling and certification programmes.
Tier 4 – Regional Innovation Centre
100+ computers
Flagship facilities with advanced AI and robotics labs, incubation spaces, media production rooms, and expanded collaboration areas.
Multi-Sectoral Impact
